We found this circuit in a 1986 documentation. Its purpose is to power a set of light bulbs (or high brightness white LEDs with appropriate circuitry) in case of a power outage and if it is dark. The circuit has trigger point adjustments as a function of light and the components used are still common today. BCs can be equivalent as BC548 (NPN) and BC558 (PNP).
