This circuit keeps a flashing LED when a balcony lamp, for example, is turned off. As a result, any intruder may think that the LED means an alarm is on and may give up on breaking into the site. The circuit is quite simple and the frequency of the blinks basically depends on R3 and the resistors in series with this component which can be changed.
