The circuit in the Multisim Blue simulation sources a regulated voltage to loads up to 50 mA. The output voltage is the voltage of the zener (about 3,2 V), less 0,6 V, the voltage fall in the emitter-base junction of the transistor. You can have other voltages changing the zener or connceting zeners in series. Two zenes will source about 6 V in this application. The multimeter is adjusted to DV Volts measurements.
