Pulses in sequence can be generated from a clock input using the circuit shown bellow. Outputs A, B, and C go to the high logic level in sequence as commanded by the input pulses. The number of flip-flops of the 4013 used in a design can be extended to an infinite number of channels. If you need up to 10 channels, it would be better use the 4017. This kind of circuit is also called the bucket brigade. It is suitable for coded switches or alarms where the next switch only acts on the circuit if the previous circuit is activated. If a set of keys is closed in the wrong sequence the circuit will not operate. The maximum input frequency is 125 MHz when the circuit is powered from a 10 V supply.
