Simply put, the answer is no. For the old analog TV, it was enough to generate a signal on the same frequency as the station and with that it was possible to interfere. Digital TV has another working principle. If the signal comes from a cable, it is not possible without access to the cable. If it comes from signals, the type of digital modulation cannot be interfered with by common processes.
