Why can't we use metal forms for coils in high frequency circuits?

Currents induced in metal by the presence of a signal in the coil produce what is called a whirlwind (Eddie currents). These currents in metals do not keep up with the speed of field changes that they generate and thus cause a load effect that affects the circuit. This way, it is not possible to use metals as coil shapes.
