The pulsator shown is from a 1995 Electronics Now. The circuit makes a relay start intermittently at a speed that depends on C1 and the setting of P1. C1 can have values in the range of 1uF to 100uF. The transistor can be the BC558 and the relay can be 6 V if the circuit is supplied with this voltage.
