We found this basic oscillator circuit with tunnel diode in a 1976 documentation. The frequency of the circuit depends on L1 and C2. The 100 ohms wire potentiometer sets the point of oscillation. This type of circuit can reach frequencies above 1 000 MHz (1 GHz). The power is supplied by a single battery and the signal is of low intensity.
