I found this circuit in an English magazine from July 1982. The circuit is still viable because all transistors can be either the BC547 or BC548. The low power alarm when on hold triggers a buzzer and a relay to control an external load. Depending on the buzzer or relay the power can be supplied with voltages from 6 V to 12 V.
