When the power is on, the 1 µF capacitor charges slowly by R1 and P1 until then on trigger voltage. At this point the neon lamp glows indicating the ending of the adjusted time. The circuit can be adjusted to time intervals between some seconds and some minutes, depending on C1. See that the capacitor remains charged after the lamp is off. You need to discharge it before the next timing.
