Is it true that a switched-on cell phone is always emitting radiation, so it's dangerous to keep it close to your body?

Yes, a constantly-on mobile phone gives short signals to indicate where it is and if it is active in case of a call. But this communication is very short and well spaced and does not pose a danger due to the intensity of the signal sent. A few milliwatts last a fraction of a second and emit at regular intervals of several seconds. Due to their intensity and duration these signals do not pose a danger to the mobile phone user.
