I found this circuit in an old British magazine from 1976. It is possible to test operational amplifiers, such as the 741 or the CA3140. In the test, one LED should be on and the other off with S1 in the zero position. In the other position, the LEDs should be flashing alternately. The maximum supply voltage is 15 V, according to the tested operational amplifiers.
