This circuit was found in a 1987 edition of the United States' Hands-On Electronics magazine. The magazine no longer exists, but the circuit can be easily assembled. This circuit is an oscillator that is activated when the sensor receives moisture, for example from rain or a leak. The sensor consists of two metal screens with a piece of porous tissue between them. The transistors can be BC549.
