The circuit shown serves as a direction indicator or arrow for bicycles, robots and other vehicles. The circuit is from a 1965 publication. The original transistors, which no longer exist, can be replaced by more modern equivalents such as BC558. The supply must be according to the relay and in VR1 it adjusts the speed of the flashes. The lamps can be replaced by LEDs with resistors from 330 ohms to 1 k in series according to the desired power.
