A voltage of 13.5V with a current of up to 5 A can be obtained with this high current regulator stage using a conventional 7812. Both the regulating IC and the power transistor must be mounted on excellent heat radiators. The 1.5 V more obtained from the 7812 is due to the two diodes that add their potential barrier voltages to the reference of the integrated circuit.
