Three 4011 NAND gates and two more components - a resistor and a capacitor make this oscillator very simple. The frequency is given with approximation by the expression:

F = 1 / (0.6 x R x C)

For the indicated components we can make a simple blinker that will activate an LED in series with a 470 ohms resistor. The power will be obtained with voltages from 6 to 12 V. To modify the frequency, it is convenient to change the capacitor and not the resistor. Using the 4011's fourth NAND gate and another LED, we will have a system in which the two LEDs flash alternately.
