This circuit using a SIDAC as a relaxation oscillator was found in the ON Semiconductor manual for this type of component, published in the 1980s. The transformer must generate a voltage of about 1 kV for the neon tube triggering. The pulse intensity depends on the 20 uF capacitor and the frequency set on the potentiometer.
