I found this simple circuit from an English magazine from 1984. The circuit can be easily assembled and ordinary neon lamps of any kind can be used. The source should be 90 to 120 V continuous with low current. The frequency of the flashes depends on the capacitors. Circuit consumption is very low, less than 100 uA.
