The original frequency of the Pierce Oscillator with bipolar transistor is given by the crystal, which can be changed in the range between 1 MHz and 10 MHz typically. The circuit shown in the figure can be supplied with stabilized voltages in the 9 to 12 V range. Capacitors must be ceramic and the transistor supports equivalents.
