This circuit is from a 1976 documentation. It provides a pulsating DC voltage that can be varied through a potentiometer. The SCR can be the TIC106, according to the power network, and must be equipped with a heat radiator, depending on the load. The transformer has 6 + 6 V with at least 100 mA and the capacitor C1 must be tested in the range of 220 nF to 470 nF. This circuit is not isolated from the power grid.
