This circuit causes the voltage at the regulator output to rise slowly to the value determined by the resistors in the divider, in the case of 15 V. The 2k7 resistor can be changed to obtain another maximum voltage. The rate of rise of the voltage is determined by the capacitor. The maximum current is 1.5 V, but the LM350 can be used for 3 A.
