This small fluorescent lamp inverter (up to 20 W) can be powered by 12 V battery and even less. The transformer has 110/220 V primary and 9 + 9 V x 200 mA or higher secondary. The BD transistor shall be fitted with a heat sink. Eventually the resistors can be changed to obtain the best performance.
