What this circuit does is to stretch a pulse, increasing its duration. The integrated circuit is 4001 and R1 is 1 M ohm. The pulse duration given by R1 x C1 will then depend on the value of C1. The circuit works with voltages from 5 to 15 V. The circuit is from a 1990 Electronics Handbook. Note that the input pulses must be CMOS and that their minimum duration depends on the characteristics of the CMOS logic.
