We found this wattmeter that operates between 100 kHz and 70 MHz in a 1974 amateur radio documentation. The coil consists of 12 loops of wire 28 in a ferrite ring. The diodes can be germanium, giving preference to married types. By the difference between direct and inverse power, ROE can be calculated.
