This circuit found in old documentation is based on the 709 which is an operational amplifier that is no longer used today. Equivalent circuit can be designed based on more modern operating systems. The source must be symmetrical, and the capacitors determine the frequency range. In this case the circuit generates 30 to 25 kHz.
